La “Instrucción de embarque” es el documento por medio del cual el exportador fija y autoriza una hoja de ruta que le servirá de guía al agente de aduanas y/o agente de carga para el envío de mercancías.
Contiene datos de gran importancia para el dueño de la mercancía, para el transportador marítimo internacional y para el consignatario, como:
- Mercancía que está siendo enviada y las condiciones en que son recibidas por el transportador
- Condiciones de la operación
- Incoterm sobre el cual se desarrolla
- Puerto de destino de la carga
- Peso y característica de empaque.
- Destinatario
- Tipo de embalaje
- Cantidad de carga
- Entre otros
El documento debe ser cuidadosamente diligenciado, pues a partir de esta información el agente de carga y/o la línea naviera tomará decisiones. Como su nombre lo indica, es una instrucción mandatoria sobre el tipo de mercancía, su cantidad y embalaje y cómo debe ser el manejo y transporte de la misma. Este documento se constituye en la prueba de la existencia de un contrato donde el agente de carga o la línea naviera, reciben la mercancía bajo unas condiciones que deben conservarse hasta la entrega al destinatario.
Es responsabilidad de las agencias de aduanas que el procesamiento de las instrucciones de embarque sea efectivo y preciso. Cuando esta tarea se lleva a cabo manualmente, requiere tiempo y dedicación, pues la instrucción de embarque debe ser procesada por varios sistemas y canales.
